Role & Mission

The Los Angeles County Community Development Commission (CDC) is the County’s affordable housing and community and economic development agency.

The CDC builds better lives and better neighborhoods.

Services

The CDC administers a variety of programs that provide financial and technical assistance to individuals seeking to buy a home, repair their home, start a business, and or expand their business. The CDC also owns and operates public housing and administers the Section 8 rental assistance program.

Residential Opportunities:


Home Ownership Program (HOP) provides assistance to low-income, first-time homebuyers in purchasing a home through shared equity loans. If you would like to have HOP information mailed to you, please call our Information Line at (323) 890-7281 and leave your name and mailing address. Information will be mailed to you as soon as possible.

Mortgage Credit Certificate Program (MCC) offers first-time homebuyers a federal income tax credit. This tax credit reduces the amount of federal taxes the holders of the certificate would pay and can help the first-time homebuyer qualify for a loan. Public housing and Section 8 rental subsidies assist lower-income residents. Additional information can be obtained by calling (562) 347-4663 or if outside this area code at (800) 731-4663.

The Rental Rehabilitation Loan Program assists owners of rental units to rehabilitate properties located in the unincorporated areas of Los Angeles County and eligible participating cities. Tenant eligibility and rent restrictions apply. Eligible items for the loan program include roofing, heating, plumbing, windows, screens, doors, masonry, carpentry, garage, stucco, termite or pest control, insulation, painting, electrical, driveways, room additions, carpet, kitchen or bath remodeling, fencing, and code enforcement violations. The Single Family Grant Program assists low-income qualified owners with grant funds for emergency repairs such as electrical, plumbing, heating, roofing, and elimination of code violations. Property must be in the unincorporated areas of Los Angeles County. For more information, call (323) 890-7239.

The Single Family Rehabilitation Loan Program assists low-income, owner-occupied property owners with one to two units in need of rehabilitation. Property must be in unincorporated areas of Los Angeles County or participating cities. For more information, call (323) 890-7244.

A handyworker program is offered through the City of Santa Fe Springs. The program covers up to $5,000 in minor home rehabilitation costs for low and moderate-income residents. For more information, call (562) 946-5196.

Business Opportunities:


The CDC offers a number of commercial/industrial loan programs for businesses. One program is the County Micro Loan Program, which offers flexible loans to assist small businesses that may not qualify for conventional financing. The program targets businesses in the unincorporated County areas. Loan amounts range from $5,000 to $50,000. For more information, call (323) 890-7100.

Community Business Revitalization Program (CBR) provides business tenants and property owners with assistance in designing and constructing facade improvements to beautify store fronts and correct code violations. Other services specifically available at the Community Resource Center include the following:

Information and Referral. The Center helps connect residents with services and programs to assist with a variety of needs such as legal aid, healthcare, housing, education, and childcare. Services are available in English and Spanish. Hours of Operation: Monday through Thursday, 8:00 a.m. to 9:00 p.m.; Friday, 8:00 a.m. to 6:00 p.m.

Computer Lab. A computer lab is the focal point for education at the Center. Equipped with the latest technology, the Center provides a variety of computer classes. The lab is geared toward enhancing reading and math proficiency, computer concepts, and job readiness skills. The public can access the Internet and utilize a variety of popular programs, such as Microsoft Word, Excel, and PowerPoint. Classes are held Monday through Friday, 8:00 a.m. to 11:00 a.m., 11:00 a.m. to 2:00 p.m.; Monday and Wednesday evenings, 6:00 p.m. to 9:00 p.m. To register for classes, please call the Tri-Cities R.O.P. at (562) 698-9571. Open Computer Lab Hours: Monday through Friday, 2:00 p.m. to 3:00 p.m.; Tuesday and Thursday evenings, 5:00 p.m. to 7:00 p.m.

After-School Homework Assistant Program. An after-school homework assistance program and computer literacy programs are offered Monday through Friday, 3:00 p.m. to 5:00 p.m. An enrollment application must be submitted for approval of eligibility.

Employment Preparedness. The Center offers free training and employment assistance for youth and adults who wish to upgrade their job skills or receive training for new skills. Employment workshops are available, offering resume writing and interviewing techniques, as well as job training and placement services. Pre-employment and career/vocational placement is also offered. Please call (562) 903-8959 to schedule an appointment.

Family Services. Families can find a multitude of support services and programs at the Center, including adoption and parenting classes, teen support programs, educational workshops, information and referral for family counseling, and English as a Second Language (ESL) classes.

Survivor Skills Training Program for Parents. Parenting classes are given in English and Spanish. English classes are held on Thursday evenings from 6:30 p.m. to 8:30 p.m. Spanish classes are held Wednesday evenings from 6:30 p.m. to 8:30 p.m. To sign up, call (562) 903-5298. Childcare is available.

Adoption Classes. Held the third Wednesday of each month. Call the Center for a schedule of classes.

English as a Second Language (ESL). Classes are held on Monday, Tuesday, and Wednesday, 9:00 a.m. to 11:00 a.m. (non-credit);
Tuesday and Thursday evening, 6:30 p.m. to 8:30 p.m. (non-credit);
Monday and Wednesday evening, 6:30 p.m. to 8:30 p.m. (college credit class).

Information on Available Housing Adjacent to the Center. Two independently operated housing complexes are located south of the Community Resource Center. The Sunshine Terrace Apartments, operated by the Los Angeles Community Design Center, offer two-story town homes to very low-income families in the unincorporated community of South Whittier. To obtain additional information, please call (562) 944-5115. The second is the Sundance Vista Apartments. The 3 to 4 bedroom apartments are conventional housing operated by the Los Angeles County Housing Authority. Nutrition Education and Health Insurance Enrollment. A supplemental nutrition program for Women, Infants and Children (WIC) is available Mondays and Fridays from 8:00 a.m. to 4:00 p.m. Outreach workers are also available to enroll families in eligible health insurance programs such as Healthy Families, Kaiser, Medi-Cal, and more. Health Clinic. The Health Center, operated by Presbyterian Intercommunity Hospital’s Family Practice Center offers services such as women’s health care and children’s health screening. Clinic hours are Mondays, Wednesdays, and Fridays, 9:00 a.m. to 2:00 p.m.; Thursday, 4:00 p.m. to 7:00 p.m. Please call for an appointment at (562) 698-2541.


Senior Housing. The Telacu-Villa Hermosa is a senior housing project, which consists of 75 units and was recently built in the South Whittier area. Please call for more information at (562) 777-9554.

Emancipated Foster Youth Services. The Center has partnered with the Department of Children and Family Services (DCFS) to provide for the County’s fourth Transitional Resource Center which familiarizes emancipated foster youth with county services, as well as job training, transitional housing assistance, college and vocational assistance, financial assistance for education-related fees and supplies and public transportation. The Transitional Resource Center staff has employees from DCFS and Probation Department as well as a former foster youth who serves as an adviser and role model. Currently, two safe and affordable emancipated youth transitional housing sites exist in South Whittier and the rehabilitation of a third site scheduled for completion by early 2004.
